Public bug reported:

In Kubuntu 10.10, even by live CD, you can load up the kdenetwork
package and a new area will become available under System Settings ->
Sharing.

In two of my systems upgraded from 10.10 to 11.04 to 11.10 and also via
Kubuntu live CD of 11.10 (a fresh download on this date), this behavior
does not appear.   On one of those upgraded systems I tried to set up
sharing by way of Dolphin (e.g. having to click the "Install Samba"
button), but on neither of the upgraded systems could I get file sharing
working.   I could see the computer and shared directories, but never
browse, even using Konqueror or Dolphin on the system itself.

My username is in all appropriate groups and so on, and there is no
other indication of a security-related issue on the upgraded machines.
Of course, to me, the fact that the flaw even appears using the live CD
negates any concept of setup error on my part.

Further exploration on the upgraded systems revealed that
fileshare.desktop is missing, e.g. when attempting to execute "sudo
kcmshell4 fileshare".   The file is indeed missing even when searched
for.

As a result, there is no GUI way in the system to set up SMB sharing.
