[Bug 909769] [NEW] Samba Printer URL blocking special characters in KDE system settings

Public bug reported:

I am printing to a windows printer with spaces in the URL.  When I go
into the System Settings - Printer Configuration - New Printer - Windows
Printer via SAMBA it blocks the % (percent character) which is required
to put spaces as %20.  Additionally some printers have other special
characters in the name which require escaping.

The workaround is to go to New Printer - Other and enter the device URI
as smb://PrinterServer/Printer%20Name%20With%20Spaces encoding the
username/password for the printer as required (on apply just the URI
without the username/password shows up, but /etc/cups/printers.conf has
the correct URL with the username/password and printing works
successfully.
