[Bug 718590] [NEW] power management should work at kdm login screen

Binary package hint: kdebase-workspace

Now, in Kubuntu Natty (and probably in other previous Kubuntu versions),
power management policy is activated only when user logs in to his/her
KDE GUI session. When the user is not logged in to the GUI, there is
some other default policy active which does not always work as desired.

To see the difference , compare the typical laptop behaviour with logged-in GUI session vs. KDM login screen :
1. Close laptop lid. With GUI, the screen backlight is turned off and the system is suspended. With KDM, nothing of this is done.
2. Unplug the laptop from AC power to switch it on battery. With GUI session, the screen is dimmed, and after some user inactivity, the system is suspended. With KDM, this is not done, the battery is allowed to drain, and the system is turned off without proper shutdown.

What is probably more desirable, is to have power management policy
active without depending on user login. Power management should be a
system-wide policy, not per-user one.

This bug is probably of 'wishlist' level, but I hope I am not the only
one who is bothered by that .
