[Bug 700798] [NEW] Can't launch administrative tools, passwords not accepted

The specific package is a guess as I can't determine exactly where the
bug is, but here's what's happening:

Since I prefer a separate password for administrative functions, I
installed Kubuntu 10.04 in expert mode and set it up to permit root
logins.  I can't login to a graphical environment as root, and that's
fine. I can login as root on any of the virtual consoles.

The problem occurs when I try to perform any administrative task in a
graphical environment. The box that pops up asking for a password won't
accept either the root password nor my normal user password.

I've tried editing the menu for those tasks to execute them as the root
user without success.

I've also tried launching them from a shell prompt using "kdesudo -u root <whatever>" and get the following messages:
QInotifyFileSystemWatcherEngine::addPaths: inotify_add_watch failed: No such file or directory
QFileSystemWatcher: failed to add paths: /home/ron/.config/ibus/bus
Bus::open: Can not get ibus-daemon's address. 
IBusInputContext::createInputContext: no connection to ibus-daemon 

I don't have this problem in Xubuntu, nor in KDE under openSUSE11.x and
Mandriva since 2009.1, so it seems to be specific to Kubuntu.
