[Bug 817901] [NEW] enablin/disabling monitors not working

I switched from Ubuntu to Kubuntu. I have external monitor connected to my laptop and using it in dual screen mode. (left laptop: 1366x768, right external: 1920x1080).
When i try to disable one of the monitors (either unplug the cable, disable it in the KDE kontrol center or in the ATI control center) the specified monitor turns off but the image is not fully transformed to just use one desktop. The Panel at the bottom is not visible any longer (in general on the external screen). Also the widgets are moved around  so that soma are visible, some are partly visible and some are gone away. Old and newly opened windows are not shown. I can select them with ALT+TAB, the image of them appear for about half a second and dissappears again.
It somehow looks like the resolution and borders are not properly adjusted.
This happens with Desktop effects enabled or disabled. Also HDMI or VGA does not matter.
With Ubuntu (from 10.10 to 11.04, Gnome 2 and Unity) everything was working fine. I could specify my screens positions, resolutions etc as i wanted to.
