[Bug 800603] [NEW] krdc missing dependency kdebase-bin requied for bookmark editing

Public bug reported:

The krdc package depends upon kdebase-runtime, but not kdebase-bin. When
kdebase-bin is not installed, clicking Bookmarks > Edit bookmarks does
nothing, because keditbookmarks is not available (it's in kdebase-bin).

To repoduce:
 * Install natty (ubuntu, not kubuntu)
 * Add krdc (4:4.6.2-0ubuntu3)
 * Run krdc
 * Click Bookmarks > Edit bookmarks...

To resolve, add kdebase-bin. Edit bookmarks feature will then work OK.
