You have been subscribed to a public bug:

When a program is called as a superuser/root/administrator, such as
software-properties-kde from within kpackagekit, the elevated process
does not take on default Gtk theming. As such, the program is hideously
ugly and does not blend in with the rest of the system (or any system,
since it doesn't look like either gnome or qt styling).

Solution: create a default gtk theme to the root folder. 
Workaround: "sudo cp ~/.gtkrc-2.0-kde4 /root/.gtkrc-2.0" && reboot
