In short: The shortcut for opening the Klipper menu has been moved from
a "Klipper shortcut" to a "systray shortcut", but there is no automatic
migration of the old shortcut (by default, Ctrl-Alt-V) to the new place
of definition; thus, "out of the box", the shortcut does not work.
To add insult to injury, although the shortcut has been removed from the
Klipper configuration, the Global Shortcuts desktop setting, under the
"Klipper" component, still has a shortcut for "show klipper pop-up
menu". This shortcut is assigned to Ctrl-Alt-V; however, this affects
nothing. The correct way to define the setting is via the systray
settings.
In addition, a comment on the upstream bug indicates that Klipper is now
much more intimately integrated with the KDE (Plasma) systray; this may
be the source of bug #754024.
The problem seems to have started with KDE 4.5 and still persists, so
both Maverick and Natty are affected (I can attest to both).
