[Bug 889020] [NEW] powerdevil does not deactivate desktop effects

Public bug reported:

11.10 on my netbook.
As desktop effects take 3 watts more of energy I want to deactivate them. I activated this feature in powerdevil, this confiugration utility for powersaving. But it does not deactivate it, when it is already on battery.

it works when there is this transition between battery and low battery,
but when I boot the computer on battery then it starts with desktop
effects!! of course it is reproduceable.
