[Bug 889849] [NEW] Apply button does not grey out after pressing it

Public bug reported:

In System Settings > User Management > User Accounts > Modify

The Apply button is initially Green even though nothing has been
changed, the window just opened.

If you change anything and hit Apply, the button stays green no matter
how many times you press it.
