This one is easiest to explain with a picture (screenshot attached).
Peppers added for privacy protection.
In an attempt to explain via text: Sometimes, a pop-up menu covers the
taskbar, but mousing over the bottom menu items can cause taskbar
thumbnails to appear over the pop-up menu. The taskbar doesn't seem to
know that it's hidden when deciding to display the thumbnails.
This is not 100% reproducible. It happens about 50% of the time, and may
represent a race condition.
