I am the ktimetracker maintainer with KDE.

The kPart seems to be missing. This will not be if you properly build and install kdepim. On a system where ktimetracker works I can find the kPart like this:
tweedleburg:/usr/local # find -iname "ktimetrackerpart*"
./share/kde4/services/ktimetrackerpart.desktop
./lib64/kde4/ktimetrackerpart.so
