[Bug 871788] [NEW] libpythonplugin in designer depends on python-dev

Public bug reported:

I was trying to use custom python widgets in designer, but no widget
were shown, even the official examples from PyQt.

I'm using python-2.7 and the custom widgets appears in designer only if
python-2.7-dev is installed, and i didn't found any mention about this
on the web.

So maybe the dependency should appear in suggested packages ?
