[Bug 839411] [NEW] initial install can not search

Public bug reported:

I installed Kubuntu Oneiric Beta and was excited to try the all new
package manager Muon Software Centre.  However it was unable to search
for any software.  If xapian-apt-index is not available Muon should note
this to the user rather than return no results, and preferably it should
run the script to build the index.
