  I ran chromium-browser in full screen more. The plasma taskbar panel was
  behind/under the chromium-browser, but once my mouse pointer left the
  screen/xserver completely (due to synergy)... the plasma taskbar panel
  appeared in-front/on-top of the chromium-browser (still in full screen
  mode).
  
- PS: I also tried fullscreen mode with rekonq, it had the same efect.
