[Bug 942552] [NEW] qaptworker needs to run apt-get update before installing

Public bug reported:

On a fresh install of Kubuntu (installed without network) when Amarok
etc says it needs to install stuff to play MP3s it claims it is
installing but really nothing happens.  This is because apt-get update
(of the qapt equivalent) is not run first.
