[Bug 912813] [NEW] missing dependency "python-dockmanager"

Public bug reported:

Since "icontasks" is in 4.8-addons tha package needs a dependency on "python-dockmanager" because it can load dockmanager plugins. but it will show NO error if there is no python-dockmanager installed. it will just not work after install of some plugin.
for example http://kde-look.org/content/show.php/KMail%2BKontact+dockmanager?content=140632 (wich is a good plugin to get rid of the not working message-indicator :P
