[Bug 919460] [NEW] Default config path setting for Kgpg is out of date

Public bug reported:
The default value provided for gpg_config_path in kgpgrc is out of date.
Prior versions of Kgpg ignored this; the version of Kgpg in Precise is
now enforcing that the value be set correctly. Kgpg in Precise will fail
to run with the unsupported value.
old, out-of-date setting: gpg_config_path=$HOME/.gnupg/options
new, required setting: gpg_config_path=$HOME/.gnupg/gpg.conf
