[Bug 1019765] [NEW] Make newest plasma nm available for precise

Public bug reported:

Because precise is LTS release I think it is very important to have bug-
free network management. Newest release of plasma nm has some important
fixes. Please backport it to precise as SRU (if it is possible) or make
it available in backports ppa.

Version in repositories is:  0.9.0.1

Newest version with important fixes:  0.9.0.3
