If I go to an .svg document in konqueror, it loads in the ksvgplugin
right inside of konq.

I see two problems:

First, the title bar still says "about:blank", but more importantly...

There is no option "Location->Save as"

If I right-click on the picture, I can save as PNG, and I can even save
the svg by using "View source" and then saving that.

There should be an easy way to save the .svg to disk.

It has been partially fixed on KDE4:
You can save the SVG file, but on the save dialog the name is the same of the svg file, the extension is "html" and not "svg".

The way it is now, if you save the file as "filename.html" then go
File->Open and choose that file, it will not display properly. The file
contents are correct, but Konqueror shows only: "image/svg+xml"

Rename the file to "filename.svg" and it displays properly.

An easy way to test is to go to http://openclipart.org/

Click on any item in "Most Popular", then click on "View Image"

Konqueror downloads and displays the SVG image fine.

Right-clicking on the image and choosing "Open With" does not show
Inkscape.

File->Save As saves with .html extension.
