Know this is an old thread but posting for others researching this topc.  The link provided details a long disagreement between KDE artists who want desktop to look pretty and users who want to actually be able to distinguish between active/inactive windows.  

In my case I think the color is not so much the issue as my video card
does not seem to be rendering properly.  (i think this is also a big
part of the disagreement)
