[Bug 947498] [NEW] FFe: kde-runtime 4.8.1

Public bug reported:

A while ago it was requested that we ship the public nepomuk API headers
(bug 928009). This wasn't possible before feature freeze because one of
the libraries wasn't properly versioned. This was fixed in 4.8.1 so is
not an issue anymore.

Added in 4:4.8.1-0ubuntu1:

kde-runtime-dev package with the development files.
libnepomukdatamanagement4 and libnepomuksync4 with their respective libraries and symbol files for them.

The package builds fine and installs fine (tested as part of the KDE
4.8.1 builds)
