[Bug 952214] [NEW] KDE Settings are not saved

Public bug reported:

Every time I reboot the machine the settings are lost, that includes the
ones on systemsettings and each plasmoid. I must configure the default
font, the preferred aplications, the master channel on the mixer, etc.

Furthermore, I just changed the preferred language and systemsettings
got stuck repeating the "Updating system settings" progress bar over and
over again.
