[Bug 968114] [NEW] user interface freeze exception for kubuntu splash remaking

Public bug reported:

a new visual boot experience for kubuntu 12.04 was created which
requires freeze exceptions for plymouth and ksplash (completely new
splashes) and a wallpaper change for kdm.

code for plymouth and ksplash is in lp:kubuntu-default-settings,
wallpaper is the same
