The bug is present also when using gtk2-engines-qtcurve.

The workaround described in the bugreport works only for the current
session. When logging out and logging in again the bug shows up again.

An effective workaround/solution consists in deleting the
[Colors:Tooltip] section from:  ~/.kde/share/config/kdeglobals
