I have the same problem on a fresh Kubuntu install. I selected to
install Kubuntu with the third party software while installing but
without internet connection. Afterwards I first did apt-get upgrade and
then dist-upgrade. After some reboots I get the following window (see
attachment). I just use the German language locale and never used any
arab locales, but it seems to be some arab language files are loaded in
the error message..
