There are same kind of bug reports:

bu not marking this as duplicate as the Kubuntu 12.10  language selector
is broken in some cases. At here, the language selector is working as
expected. The installation media was the mini.iso / MinimalCD:

By the http://www.kubuntuforums.net/showthread.php?60590-Can-t-install-
other-system-languages a workaround is to install the "kde-
l10n-<language_code>" from the package manager.
