nevermind.

the problem is that the apt-xapian cache is not built (initially there
is none) so the search for languages does not work. resolving this is
however not particularly trivial from a UI perspective as this is an
async operation that can take "a while" so some sort of visual
indication needs to be introduced.

this issue has however a limited impact as many tools will trigger the
update (among them the muon software center and if I am not mistaken
also the updater).
