[Bug 1082908] [NEW] kde-gtk-config UI inconsistent with actual config

Public bug reported:

The kde-gtk-config UI is inconsistent with actual config in quantal,
this has been fixed in raring. Would be good to have this fixed in
quantal as well.

Testcase :

1) Set Icon theme as Oxygen in the KCM
2) Close KCM
3) Re Open KCM to find that the theme has been changed back to GNOME
