[Bug 1061614] [NEW] KWin should enable compositing by default

Public bug reported:

The Kubutu Quantal Beta 2 cd is not enabling Compositing by default in
my Dell XPS1330 with Intel GPU.

Other distros using same KDE Plasma Workspace version activate it, and
it works as well in my self compiled version (all of them with new users
and old).

So I guess it is a fault in the configuration shipt by Kubuntu.

In the Configure effect KCM the "Enable desktop effects startup" is
disabled.
