[Bug 1065245] [NEW] German keyboard identified as german but keys are english

Public bug reported:

I attached a new kezboard via usb and it is german lazout like the previous.
Unfortunatelz, the kezs are arranged english, although the kde-language selector is on "de" and evdev identified a "de" xkb/lazout (according to xorg.0.log).

What to do now?
