[Bug 1057381] [NEW] Monitor doesn't go into standby with KDE

Public bug reported:

I have monitor standby set to 3 minutes, with no screen saver.  After a
full reboot the screen will enter standby mode as expected but after
putting the system to sleep and waking it up again the monitor never
goes to standby.

If I run the KDE system settings app and leave it open to the
Hardware/Power Management/Energy Saving Settings page it seems to honour
the standby timings even after a sleep/wake up, without requiring any
action on my part (ie I don't need to hit Apply).
