Hi,
I do not get a crash when invoking systemsettings (neither from the
command-line nor the K menu). I am however on Precise (12.04) and only
have "region selection" and "spell check" options in the "Locale" menu,
plus I could only set languages to American English (though I experiment
a lot with Desktop Manager switching since my LDAP+Kerberos Single
SignOn users setup bumps into many bugs, so that might be why I don't
have the "Language selection" button).
However, I was able to install the French language by following instructions here: http://www.kubuntuforums.net/archive/index.php/t-60590.html
Basically, I issued "apt-get install kde-l10n-fr". Now applications are in French and French appears in the Languages tab.
Hope this helps as a workaround.
