[Bug 1174501] [NEW] Kubuntu 13.04 unable to shutdown/reboot/logout from KDE

Hi everybody
when trying to shutdown/reboot/logout from KDE via Menu or rightclick on
Desktop nothing happens and therefore I can not shutdown/reboot/logout
from KDE. Shutdown in konsole with "sudo shutdown -h now" works perfect,
also suspend works.
The problem occured first in Kubuntu 12.04 (LTS). After reading [1], I
upgraded to 12.10 and 13.04, but the problem persisted.
In Addition in all versions (12.04, 12.10 and 13.04) I have problem
updating my system with "Apper", as it does not ask for further
permissions and therefore fails. I suspect, that something is wrong with
the permission and/or polkit.
I tried to shutdown from the console as explained here [2] to get
further details, but all I get is:
nina at caladan:~$ dbus-send --print-reply --dest=org.kde.ksmserver /KSMServer org.kde.KSMServerInterface.logout int32:0 int32:2 int32:2
method return sender=:1.18 -> dest=:1.205 reply_serial=2
Attached you find the /var/log/kdm.log
