[Bug 1174653] [NEW] Can't shutdown/reboot after upgrade to kubuntu 13.04

Public bug reported:

Clicking to leave->shutdown or reboot in KDE menu results to logging me out but doesn't reboot not shutdown the computer.
Then absolutely nothing happens when I click to reboot or shutdown on a KDE login screen. 
I need to switch to ctrl+alt+f1, login and perform "shutdown -h now" to shutdown the computer which is really annoying.
