[Bug 1096649] [NEW] lpr does not print 1 copy by default

Public bug reported:

cups 1.6.1-0ubuntu11.3 in Ubuntu Quantal with all updates.
The lpr command without specifying the number of copies (-#) gives the error "bad number of copies: 0". Giving -# 1 or any other number prints the desired number of copies.
Therefore, other progs printing via lpr not specifying -# for 1 copy only throw the above error.
