Of three systems I upgraded to 13.10 and KDE 4.11, I notice this only on
my laptop, an X1 Carbon. It seems worse when the WiFi network connection
is unstable or on restoring from suspend. After doing some research for
similar symptoms, I removed every plasmoid from my desktop, which seemed
to help but not eliminate the problem. If I "killall plasma-desktop &&
plasma-desktop", it starts working again for a while.
