[Bug 1255858] [NEW] KDevelop 4.5 subversion support missing

Public bug reported:

After upgrading to Ubuntu 13.10 / KDevelop 4.5, I do not have any
support for svn anymore in kdevelop. I tried both kdesdk-kio-plugins and
kdesvn-kio-plugins, neither of them works.
