[Bug 1300841] [NEW] GTK Windows (i.e. gvim) do not maximize properly

Expected outcome:
When I maximize a window (gvim) the window should be fully maximized, covering the whole screen. I should not be able to click above the window and focus the desktop.

What is happening:
There is a border / padding around the top and bottom of the window and I can un-focus the window if I click there. This appears to be an issue with gvim only, so I'm thinking it could be all GTK apps, since others work fine. Please see the screenshot and let me know if you need any more info. On second thought, Firefox works fine and that's GTK too AFAIK...
