[Bug 1358291] [NEW] cache marking worked without resolution

Public bug reported:
libqapt in trusty has a bug because of a change in apt where it marks
the cache after the resolver resolved.
This effectively meant that the cache marking worked without resolution
ultimately resulting in a broken cache.
