In response to my question (link above) I got this reply from Myriam
Schweingruber "The UPnP kio slave is not shipped because it is
unmaintained, and there is no known replacement currently".

So this might not be a bug as such. But maybe while the plugin is not
being shipped the option to enable it in the GUI should be
removed/hidden to save confusion.
