[Bug 1275427] [NEW] every apt-get run spawns additional reboot nitification icon

Public bug reported:
If a reboot is required, kubuntu-notification-helper correctly shows a
notification icon. However, when installing software, after the first
notification, a new icon gets created after ever apt-get or muon run
(see screenshot).
