Same problem here, it only recently started happening. I got a lot of
kde updates today, and now the 'unlock' or 'password' dialog is gone.

Versions:
Kubuntu 13.10 (with latest stable upgrades always.)
kdebase-workspace 4:4.11.5-0ubuntu0.1
