[Bug 1272236] [NEW] Turning off the bluetooth via icon doesn't work

You have been subscribed to a public bug:

When i click the bluetooth icon in lower right of screen (panel) and
then select "turn off bluetooth" nothing happens. The icon shows
bluetooth is on as well as if i check the status in terminal i can see
bluetooth is on.

1. Kubuntu 13.10

3. i expected the aplicaiton to turn off bluetooth
4. nothing hapenned
