[Bug 1384693] [NEW] no plymouth on shutdown from plasma5

Public bug reported:

On shutting down Kubuntu Plasma 5 Plymouth is not always shown.
Probably it needs to be told by SDDM to be run.  Sometimes it works and
I've no idea what the difference is.
