[Bug 1387987] [NEW] Can't configure telepathy/IM accounts in Plasma 5 (system settings module missing)

Public bug reported:

Although the package kde-config-telepathy-accounts is installed, the
configuration module to configure IM accounts isn't shown in the system
settings. I upgraded to Plasma 5.1. Running ksystemsettings on the
terminal doesn't yield any special debug output.
