I found a workaround. 
1. Create the new program entry in kmenuedit
2. Do NOT select 'Place in system tray'
3. Save and close kmenuedit
3. In the kde menu drag and drop the new created program icon to the panel (check before that the widgets are unlocked)
4. The new panel icon should work fine
