[Bug 1428802] [NEW] Window decoration color does not match color configuration of the rest of the application for oxygen

Window decoration color does not match the color settings made in the
color section of system settings

My hypothesis is that the window decoration color, like the color of
other root apps, is determined by the .kde folder in the root folder,
not in the home folder
