Public bug reported:

Attempting to install kde-plasma 5.4 from the kde-backports ppa AND
another ppa resulted in the same problem. Unable to use ppa-purge
commands to remove the parts that DID install, thus rendering my system
broken. Advise that users do NOT attempt to install kde-plasma 5.4 onto
Ubuntu 15.04 (or derivatives) at this time.
