[Bug 1571688] [NEW] [FFe] Remove KDE4 stuff and update to apply to Plasma 5

Public bug reported:

The current kubuntu-settings applied Kubuntu branding and additional
settings to a standard KDE4 desktop install.  Since the move to Plasma 5
these settings have never been "ported" over so dont work in the Kubuntu
default desktop.

kubuntu-settings needs ported to Plasma 5
